Forest Green promoted this afternoon. Does this mean Nailsworth has overtaken Irthlingborough as the smallest settlement to ever have a Football League team?

The commentators mentioned that Nailsworth would be the smallest and that did make me wonder as well.

I've seen reports that says Nailsworth has a population of 5,800 in 2011 (census) which is less than Irthlingborough's 6,400 in 2001.
However, this document says Nailsworth's population was over 11,000 in 2011.
