That keeps happening, SRJFC, did it last evening but returned this morning. I have saved it and if you would like to read please PM with your email address and I'll kindly send you a copy in PDF format - it's 33 pages long but well worth a read.

I noticed in the report it states

"Two MP letters have been received making enquiries and drawing attention to a
constituents concern regarding a connection between the applicant and the NFA"

does anyone know what this connection is? as i've just seen that Mr Cotter has left this comment on the planning portal, seems it didn't take much for KC to buy the NFA off. Surely if there is a connected party in this it should be made public?

The Northamptonshire Football Association (NFA) has recently learned that the above applications are recommended for refusal at Wednesday's Planning Management Committee meeting. We would like to express our strong disappointment in that recommendation, and register our strong support for the proposal.
The NFA has been seeking to relocate to a more appropriate facility from our current Northampton premises for around ten years. Over the last two years we have been working hard to secure a deal to create a new football development centre (FDC) at Higham Ferrers. This has required a number of stakeholders including the Duchy of Lancaster (land owner), The FA, Sport England and the Nene Park applicant. Finally, last month, all parties agreed heads of terms to move ahead to deliver the football centre, subject to the outstanding funding requirement of £200k being provided by the Nene Park applicant (albeit we note that the applicant would provide £300k) - i.e. this is the final piece of the puzzle. As you will be aware, this funding is only available should planning permission be granted for the redevelopment of Nene Park.
The FDC will act as an HQ for the NFA and will be a centre for the administration and delivery of Football in Northamptonshire. It is anticipated that additional employment, particularly apprenticeships, may be a consequence of our re-location from Northampton. It will also bring participants in from all over the county and country and we anticipate consequential economic benefits for the area. The FDC will consist or three pitches and one of these will be an artificial grass pitch to 3G/4G standard. This facility will not only allow the NFA to provide a base for its coaching and education programmes, but also provide much needed high quality football pitches for the local football clubs, the community and schools, to access. The current pitch provision in East Northants is inadequate and the loss of the current pitches at the deteriorating Nene Park facility is compounding this. The facility we will construct will replace the 'lost' pitches and begin the process of improving upon the current provision. The FDC we are proposing to build will be a facility that ENDC can be proud of and although will not be on the scale of the current Nene Park facility, it will be worthy addition to the facilities, both within the Higham Ferrers area, and within Northamptonshire
We therefore strongly urge you to reconsider your recommendation, in order that this fantastic opportunity can be realised. If planning permission is refused, then the proposed NFA football centre cannot be delivered.

Isn't Helen Thompson the professional clubs representative on the NFA committee?

Wouldn't it be simpler for the NFA, Sport England, AFCR&D, Rushden & Higham and Higham Town to come together to use what is already in place at Nene Park, to create a facility that Mr.Cotter (who is actually a decent bloke who does a lot for football in this area) agrees is larger.

from a football perspective the main problem is that there is too much car parking and not enough grass. Take out the stand opposite the Diamond Centre and the one behind the far goal and replace with smaller stands and you will have a decent facility for Step 2/3 football. Next to it, and with the addition of further changing facilities you could have a 3/4g pitch that meets UCL standard and then areas for training/matches for youth teams with portable goals so the grass areas can be managed properly.
