Anti social behaviour ??

I've noticed on several items reporting this wheelie bin/urinal, that urinating outside is described as "anti social behaviour". Why? This seems bizarre to me.

If you need to pee, and there are no public toilets, then surely your alternatives are find a nice discretely positioned tree, or pee in your pants. In my opinion there is no contest.

How is this anti social behaviour?

I will always go to a lot of trouble and discomfort to find the most unobtrusive location posible to relieve myself, but I'm damned if I'm going to piss my pants in order to save someones prudish sensibilities.

Try finding somewhere quiet in London when driving an artic, its impossible to stop near most toilets.
