League restructure

I know it's been banded about for a while now, but the NLP had on it's front page yesterday that the FA has agreed in principle to the proposed restructure plan.
An extra league at Step 3, so from 3 with 24 teams, going to 4 with 22, an extra 16 places at Step 3, and an additional league at Step 4, at present the 4 Evo Stick have 22 teams and the 2 Ryman have 24 so total of 136, going to 7 all with 20 teams. An extra 4 teams needed at step 4 and 16 at 3, this may take forever to happen with the other new leagues proposed at step 6 & 7, but if and when it does the will be some major juggling of leagues and I presume the likelihood that a few teams from step 4 finishing in the top 3/4 could be moved up.
Possibly best not to wait for this though and just get up this year via the play offs.

The Southern League will host a new Step 3 league whilst the Ryman League will host a new Step 4 league.

My guesses is that the Southern League will host a more Midland & East based league covering Southern Lincs, Cambs,Northants, Beds, Warks, Leics, Bham. With the Ryman hosting a new Step four covering the eastern side of that league broadly Southern Linc, Cambs, Beds, Northants -maybe even Norfolk and Suffolk.

With four step 3 leagues from next season, how will this affect how many go up from which league into the National League North/South?

This of course also means there will be two automatic promotion places plus play-offs. On top of that; one league will also promote their losing play-off finalist if they have the best points per game ratio over the regular season meaning one league will promote four clubs this coming season rather than the usual two.

The draft National League System Regulations for 2017-18 propose the following amendments:
Nineteen Clubs will be promoted from Step 4. These Clubs will be the twelve Clubs finishing in 1st and 2nd position in each division, together with six Clubs determined by a series of Play-Off Matches together with the highest-ranked Club losing its division’s Play-Off final on a points per game basis during the regular Playing Season.
