Our club's stated aim for is 'to play at the highest level that is substantiable'. In my opinion having to achieve that with a bank overdraft does not fulfill that criteria.

What do you think that level is?

In our current nomadic state, mid-table Step 3.

If we had a 4k ground in Rushden with artificial pitch and revenue streams, mid-table Step 2.

I don't think there's any need to go higher than that, unless we started getting average crowds of 1k+.

I'd agree with that. It seems many clubs start having financial difficulties at Step 1 and 2 levels.

One more promotion then stabilise in the NPL or SL. (I think they're step 3?!!).

Speaking of 1874 Northwich, they had their AGM recently, mainly on the formation of an attendance group to boost crowds, and they sound like they're making some headway on a ground in Northwich:

That would be good for them ...... their highest gate though is 132 and average 113. Is a ground like that firstly achievable, then sustainable unless they can really up their attendances?

I think you've mixed up fan owned 1874 with Northwich Victoria, their average is 225 this season with ambitions to grow it:
