With all the widescale corruption and general nefariousness that goes on in football it seems a bit daft to charge two players from Raggedy Arse Rovers betting on how many corners there will be in the Chelsea-Arsenal game.
That said, those are the rules and they are easy enough to circumnavigate

Correct me if i'm wrong but I thought these betting rules only applied down to Step 3, and they haven't yet played a game at Step 3, so how have they managed to do this? Unless it's historical.

I had been thinking that they applied throughout the pyramid, but I'm also not sure. I can understand why the rules are in place, although it seems a bit silly that a player who played in the Extra Preliminary Round of the FA Cup can't have a bet on the Final 9 months later.

It changed last season -
http://www.thefa.com/football-rules-gov ... BvGDmXJ.99 - and is far broader than many realise.
It's Step 4 and above, and applies as defined: "The changes to FA Rules from the start of the 2014/15 season will also effect a worldwide ban on betting on any other football-related matter. These rules apply to everyone involved in football, from the players and managers, to the match officials and club staff. "
There's a long debate about what that means for smaller clubs like ours on Non-League Matters -
