The Southern League have now produced a more detailed statement, with a definite air of realism about what might happen.

The reference to an earliest restart in January has interesting phrasing "It is the hope of all the Leagues that a date in January can be set for a return to fixtures with Clubs who wish being allowed to play before that date but this will not be until there is a change in the Tiers and/or some progress in the funding of the Clubs at this level." I thought it was about to give a green light for some ad hoc league fixtures over the holiday period, particularly hosted by clubs in tier 2, but it can be read that there is the need to have progress on funding beforehand - which would then makes this less likely.
