The ruling in the FA handbook says that at the end of the season clubs at step 5 that finish top of their league will be promoted as long as they meet the criteria for promotion. I have spoken to Ian Hughes and he has confirmed that they have dropped their application, but no reasons given why.

As Dave has pointed out the grading system can be a bit of a minefield and open to interpretation.
With any promotion there is a twelve month period of grace to get work do if necessary.
As it stands the D&D will meet step 4 standards, but who knows what changes the FA may make in the meantime.
